ARISING from THE MINUTES...
Playing Field Gates
The new gates are in place and the poor fencing will be replaced soon.
The gorund inside the gates will be levelled to make it easier for
those with push-chairs.
Cars in the Quarry
Councillor Bakker had done a plan of the old cars in the quarry so
that Dr Burnsten's agent could apply to SKDC
to have them removed. It was not known if he had taken any action.
Risk to Parish Council Papers kept in a Private House
John Bishop (SKDC
legal department) suggested that anything valuable should go to the
County
Archives and documents in regular use should be kept in a fire
proof box with copies made annually.
Flood Water on Station Road
Clerk to report to Mr Brumfield that the Council feels that the state
of the road is unacceptable. The soakaways are inadequate, th ditch
is always full and the pipe under the road is blocked.
Martins Bridge
The rotting sleeper has been replaced but other neccessary repair
work has not yet been completed.
CORRESPONDENCE
Morkery Lane Bridge - Road Safety Measures
Lincs C.C. policy is
to investigate only if a site has had four personal injury accidents,
which entail a stay in hospital during the last three years. This
one hasn't but it is possible a slow sign might be put adjacent to
the bend.
Environment
Agency - Floodplain
(River Tham behind Glen Road) Councillors are still concerned whether
the levels in place enable it to function properly as a floodplain.
Clerk to request a re-measure of the levels.
Lincolnshire
Police
a) replies to letter of 17th September from Inspector Howells, Acting
Chief Inspector Pont and Mrs Wooley explaining that while supporting
the community policing PC Reg Burrell would be less available
b) Local Policing Forums and Consultation on possible changes to the
police funding formula 2003/4
c) a guide to being an independant member of the police authority
available for study by councillors and others.
Lincs C C Funding
Issues
Concern expressed over possible loss of government funding of £40m
for Lincolnshire. Clerk to write to MP.
Midsummer Fair Committee
The committee have planted bulbs on the village greens and asked that
the cutting schedule be adjusted to allow for their growth. Clerk
to provide them with names of those who arrange the grass cutting.
Lincs C C School
Organisation Plan 2002-7
Chairman of Education Committee promised a full response to the question
of the lack of 11+ places on 9th April. No letter received. Clerk
to write.
PLANNING APPLICATIONS
Mr and Mrs G Pritchard - amended plans for detached dwelling
and garage in Counthorpe Lane. The garage has already been
built 300mm higher than the original plans. it was a unanimous decision
by councillors to recommend that the original plans be implemented
as the garage has been built incorrectly.
Mr and Mrs Hunter-Coddington - The Old Forge, Glen Road -
change of use to residential. Mrs Hunter-Coddington informed
the Chairman that she required residential use for her relatives to
sleep on the mezzanine floor. Councillors agreed unanimously to oppose
any change to the building for the following reasons:
a) the Forge has been classified as B2-Industrial and is used as a
pottery. The Council feel that industrial and residential use are
incompatible.
b) the Forge is inappropriate in scale for a residential building
and if this application was granted it would almost certainly lead
to requests to extend the property which would be an over development
of the site.
c) there is a history of flooding in this part of the village
d) the East
Midlands Development Agency Draft Regional Economic Strategy wish
to encourage small rural industries and if this application was successful
the Forge, which is the only small workshop left in the centre of
the village, would be gone forever.
e) concern was expressed over the confined access for vehicles on
a busy corner
f) the mezzanine floor would not be suitable for sleeping arrangements
especially situated over a kiln in view of the fire risks.
FOOTPATHS in the PARISH
The letter from the Ramblers
Association objecting to the Council's proposed diversion to footpath
13 was discussed at great length. Unless their objections are withdrawn,
the Direcror of Highways and Planning at LCC
will not proceed any further with the proposal. Clerk to write to
the Ramblers
Association to try and get theri objections withdrawn. If that
is not successful it was agreed by 5 councillors with 1 abstention
that the Clerk should write to Quentin Davies MP to question the power
of that the Ramblers
Association have to prevent a sensible outcome to this longstanding
problem.
A letter from Richard Foers expressing his disappointment at the deterioration
in the maintenance of the Parish footpaths was read out and discussed
at length. Barry Hunt, the present footpath officer, explained the
difficulties involved with the time he has available. Clerical help
was offered. Richard Foers has offered to walk the paths with Barry
and pass on his knowledge which Barry will arrange.
BUS SHELTER
Two wooden shelters an two metal shelters and the funding required
was discussed. One councillor voted for a metal one and 5 voted for
the wooden one recommended by Lincs
C.C. A 50% grant is available from Lincs
C.C. for this type against their 25% grant for other types. Clerk
to pursue other possible funding.

ANY OTHER BUSINESS
Concern was expressed at the removal of the door to Abermarle Cottage.
Clerk to check the plans.

PC Reg Burrell, Community Liaison Officer for theBythams area. As
a result of changes to the shift pattern worked by Lincolnshire
Police, the amount of time PC Burrell has to devote to Community
Policing has been reduced. - December 2002
