Village Hall Committee
Mr Hoyles, the Chirman of the Village Hall Committee, gave a presentation
on proposed improvements to the village hall. Mr Hoyles explained
that there was a number of phases but that the first was to provide
improvements to the electrical system, tables and chairs and the floor.
The hall would also be redecorated. Total cost was £4086 and
Mr Hoyles requested that the Parish Council support the improvements
in writing to add weight to a grant submission to District and County
Councils. Agreed.
MATTERS ARISING ...
Arlington Partnership
A cheque for £35 was made out to Arlington Partnership to settle
the account.
Grass Cutting
The invoice from Mr Welby for grass cutting had been misplaced. The
clerk would requesta new one, to be paid at the next meeting.
Powergen
Mrs Murphy explained that the supply had been cut off on Septemebr
16th 2002 and the meter read. A new bill would be sent to close the
account.
Jubilee Spoons
Mrs Salisbury was yet to provide the number of 12 year old children
in the parish.
Local Policing
Letters of support for local policing had been sent to the Members
of Parliament and the Chief Constable for Lincolnshire.
Community Freighter
A bid for the Community Freighter would be made next year for collections
in April and September.
PLANNING APPLICATIONS

Audit Review
The Audit Review details have been passed to Moore Stephens in peterborough.
There had been no response to date.
GENERAL ITEMS of CORRESPONDENCE
Audit Commission
A follow-up review of waste management had been received from the
Audit Commission. After some discussion the only concerns were the
cleaning of the pavements and the continuing problme of dog fouling.
The clerk was requested to reply to the Audit Commission concerning
pavements and the Chairman was to contact the local authorities in
Bourne to seek advice and signs on the dog-fouling problem.
Freedom of Information Act
The Clerk gave details of the Freedom of Information Act and how it
applied to local councils. He explained that a model publication scheme
had been prepared for authorities such as Parish Councils, which could
be adopted. The Clerk read through relevant sections of the model
proposal and the Chairman duly signed it.
Bourne Household Waste
Details of revised openign hours of the Bourne Household Waste site
were provided. The details were to be posted on the information board.
County Funding
Lincolnshire County Council had written expressing concern at Government
proposals which could reduce funding by up to £40m per annum.
Letters written to the Government protesting to the proposals were
also attached. The option was availble for local councils to write
in similar vein. However, it was agreedthat letters written previously
on the local policing issue had expressed concern about reduced funding.
ANY OTHER BUSINESS
Brownie Hut
It was agreed that a working party was needed to clean out the Brownie
Hut. A date was to be agreed with Mrs Sale.
Footbridge
It was reported that a board was missing on the footbridge over the
stream by the Old Rectory. The Clerk was requested to take necessary
action to report the fault.
Streetlights
Two streetlights were reported to be faulty in the parish. Chairman
to inform the Highways Department.
The date of the next meeting was arranged for Thursday 7th November
2002 at 19.30
